Article 1.0 - Name
The name of the organization shall be the Nipissing District Hockey League hereafter referred to as NDHL.
Article 2.0 - Authority
The NDHL shall operate under the playing rules of the Canadian Hockey Association, the Ontario Hockey Federation, the Northern Ontario Hockey Association, and the NDHL constitution and by-laws.
2.1
NDHL associations will provide a list of the teams that they identify to
register in specific divisions' house league or rep for league play in the
NDHL for the up coming season; subject to approval by the NDHL Board.
Article 3.0 - Composition
The NDHL shall be composed of teams providing organized hockey for boys and girls including:
- Pre Novice - age 4 to 6
- Novice - age 7 to 8
- Atoms - age 9 to 10
- Peewees - age 11 to 12
- Bantams - age 13 to 14
- Midgets - age 15 to 17
Article 4.0 - Goals
The goal of the NDHL is to promote, govern, encourage, develop and improve minor hockey in the District of Nipissing and surrounding areas.
Article 5.0 - Objectives
5.1
To offer a program that is affordable to any person wishing to participate.
5.2
To offer a program which encourages equal opportunity for all participants.
5.3
To supervise and direct members, supporters, and teams.
5.4
To offer a program that will provide the essential skills and leadership so that the participants can compete at a level suitable to their skills and needs.
Article 6.0 - Boundaries
The boundaries of the NDHL shall be defined as the boundaries of the District of Nipissing and any other approved Association.
Article 7.0 - Membership
7.1
The members of the NDHL shall be comprised of the elected Board of Directors, association representatives on the executive, volunteers, registered players, and all of that shall agree to abide by and comply with the Constitution of the NDHL. Each association shall have one (1) vote in matters pertaining to the NDHL.
7.2
The Board of Directors shall determine membership fees on an annual basis.
7.3
The term of membership shall be from June 1 of the current year to May 31 of the next year.
Article 8.0 - Board of Directors
The Board of Directors comprised of shall manage the affairs of the NDHL:
-Commissioner
-Treasurer
-Secretary
That shall be elected at the Annual Election Meeting and:
-Scheduler
-Liaison Officer
That shall be appointed by motion and:
-Immediate Past Commissioner
- Association Representatives appointed by their Executive to attend the NDHL Meetings
Article 9.0 - Duties of the Members of the Board of Directors
9.1 Commissioner
- Shall preside at all meetings of the board
- Shall be an ex-officio member of all committees of the NDHL
- Shall oversee the operations of the NDHL and ensure that it operates in a functional and responsible manner.
- Shall call meetings when necessary or at the request of two (2) members of the board.
- Shall act as signing officer.
- Shall prepare a Commissioner's Report for presentation at the Annual Meeting.
- Shall take action to replace any member(s) of any association(s) who doesn't fulfill their duties.
- Shall obtain tie breaking vote.
9.2 Treasurer
- Shall keep an accurate up-to-date record of all monies received and dispersed by the NDHL.
- Shall issue receipts for all funds received.
- Shall disburse all payments by cheque.
- Shall act as first signing officer for the NDHL along with the Commissioner.
- Shall prepare Treasure's Report and Financial Statement for presentation at the year-end meeting.
9.3 Secretary
-Record the minutes for all General Meetings and Special Meetings
-Prepare minutes for all the Associations and arranges delivery prior to the next meeting
-Receive and record all items to be included in the agenda.
-Prepare the agenda and arrange for delivery of the document to each Association prior to the next meeting
- Maintain a complete record of all minutes and have them available at every meeting.
- Make amendments to the Constitution and by-laws as approved by the NDHL executive.
- Provide up-to dates issues to all Associations as they are revised with a notice of revision.
- Receive and file all NDHL letters and correspondence.
- Receive nominations for officers of the executive and confirm acceptance of the nomination prior to the Annual meeting.
9.4 Scheduler(s)
-The Nipissing Conference Scheduler shall be appointed by motion annually by the Board of Directors.
-The West Ferris Minor Hockey Association on an annual basis shall appoint the West Ferris Conference Scheduler.
-Prepares and carries out schedules for teams covered by the NDHL.
-Shall ensure that all games are carried out.
9.5 Liaison Officer
-Is appointed by motion annually by the Board of Directors.
-Shall act as Public Relation Agents on behalf of the NDHL.
-Publishes league statistics on a weekly basis in the North Bay Nugget and post on the NDHL web site (www.ndhl.ca).
-Operates and maintains the NDHL web site.
9.6 Immediate Past Commissioner
- Shall act as advisor to the Board of Directors in the interest of continuity.
9.7 Minor Hockey Associations
- Shall be appointed annually by the Associations.
- Shall act as an ex-officio member of the Board with voting privileges and the right to discuss business matters and advise.
Article 10.0 - Representation of the Leagues
- Shall be appointed by the Minor Hockey Associations (Coaches, trainers, managers...)
- Shall act as advocates for their respective leagues.
- Shall inform the Board of Directors of league concerns.
- Shall inform the league of the Board meeting issues and discussions.
- Should be represented at all meetings.
Article 11.0 - Meetings
11.1 Board of Directors Meetings
- Shall be held when required but at a minimum of one (1) per month.
- Shall follow an order of business:
- Commissioner’s welcome address
- Minutes
- Correspondence
- Agenda
- Reports
- Old business
- New business
- Adjournment
- Voting shall be done by a show of hands
- A quorum shall consist of a minimum of five (5) associations of the Board of Directors.
11.2 Special Meetings
- The Commissioner at any time may order special Meetings.
- The Commissioner shall advise all Board Members of the time, date, place and purpose of any Special Meeting.
- Special Meeting shall, not be called, to deal with any order of business already dealt with by the NDHL Executive.
Article 12.0 - Elections
12.1 Nominations
- Nominations may be made from the floor at the year-end Meeting (April), provided the consent of the nominee has been obtained.
- Nominations will be received by the Secretary prior to the Annual Meeting, and he /she will confirm if the candidate will let his/her name stand.
12.2 Voting
- All associations at the year-end meeting shall have one (1) vote for each elected office contested at the meeting. No proxy votes shall be permitted.
- In the event only one person is nominated for any office that nominee shall be declared elected by acclamation.
- The officers shall be elected in the following order:
-Treasurer
- Secretary
- Commissioner
Article 13.0 - Amendments to the Constitution
- Shall be made at the year-end meeting or at a Board of Directors meeting and must be supported by all associations of the Board of Directors present.
Article 14.0 - Conduct
- All members of the Board of Directors, league representatives shall conduct themselves in a courteous and friendly manner at all times.
Article 15.0 - Discipline Committee
- Each Association shall appoint one member (1)
- Commissioner will select two (2) association members as a discipline committee.
- Commissioner will select members whose association is not involved with the incident.
- If the Commissioner's association is involved in the incident then the Commissioner will appoint a replacement for himself from the executive.
