NIPISSING DISTRICT HOCKEY LEAGUE BY-LAWS
Special Rules By-Law 99-02 (Revised Aug. 01)
1. Any player receiving four (4) penalties in a game will automatically be ejected from the game.
2. Any player that receives a fighting penalty during an NDHL game will receive a game misconduct plus a one (1) additional game suspension regardless of when the incident occurred.
3. New Associations accepted into the NDHL will be placed on probation for the duration of the term of the Board of Directors, with no right to vote. The probationary Association is to abide to the NDHL Constitution and By-Laws, and to respect all issues related to the League. Once the probation period is completed, the Board will vote to see if full membership will be granted.
4. Associations that have two (2) or more teams in the same District League category are encouraged to have one team registered in the "Rep" league. If more then one team will be picked in the same category an equalization draft must take place. If an Association chooses to register a team into the “Rep League" , this team will be required to remain at this level for the season.
5 If a team is too strong for a District League category, the NDHL Board of Directors shall move the team up to the "Rep" League of the same category or another environment deemed suitable to the skill level of that particular team.
6. A player can only play on one team in the NDHL.
Cancellation of Games By-Law 96-01 (revised Aug./01)
For games that MUST be cancelled one of the following criteria must be met:
1. Weather (heavy snowfall, freezing rain, fog... ). This is only for same day cancellation.
2. Examination at school. This type of cancellation requires fourteen (14) days minimum.
3. Conflict with tournament schedules, or extenuating circumstances. This type of cancellation requires fourteen (14) days minimum notification.
4. Both associations must agree on a alternate date. Failing agreement, the League will impose a reschedule date. Rescheduling forms must be mai1ed/ faxed to the Schedulers and Commissioner. The Association requesting the change is responsible for the form being completed.
5. No cancellation of play-off games will be accepted due to tournaments (exception: NOHA Tournament of Champions). All games not played will be forfieted in favour of the team showing up. A NDHL fine will be assessed and levied. Both teams if delinquent will be treated similarly.
Coaching Staff Conduct By-Law 96-03
1. Shall set an example that the whole team should be able to look up to.
2. Shall comply with the "FAIR PLAY" standards.
3. Shall not use foul or abusive language.
4. Shall maintain a positive respect for the referees, timekeepers, players and other coaching staff.
5. Shall ensure that the game sheets are signed and handed to the time-keeper in a timely manner.
6. Shall ensure that each and every player is subject to fair and equal play. Each coach has an obligation to encourage and develop each player to the best of the player's abilities.
7. Shall work out any problems that they may encounter through their convenors and Association. Coaching staff are not to contact the Nipissing District Hockey League directly.
Failure to comply with the above conditions will result in a possible suspension or removal from the league pending a review by the NDHL Executive.
Overage Player By-Law 99-01(revised July 03)
1. The Association, on behalf of the player, will submit a detailed request in writing to the NOHA on an annual basis and receive approval before the player can participate in any game.
Rescheduling of Games By-Law 98-01 (revised July 03)
1. Because ice time is difficult to obtain, and to maintain league credibility, games to be rescheduled must be done 14 days in advance of the original game. Both teams must agree on an alternate date. Failing agreement the League will impose a reschedule date. This League rescheduled date will be at the first available ice and not necessarily at the home team's arena.
2. Rescheduled forms must be mailed, emailed, faxed or delivered to the Scheduler and the League Commissioner at least 14 days prior to the original scheduled date. The team wishing to make the change is responsible to have the form completed, signed by both teams and submitted to the Scheduler and Commissioner within the allotted time.
3. Only under, weather conditions and/or arena breakdowns, will a two-hour notice of cancellation be allowed. The Coaches and/or Managers involved must be contacted as soon as possible and the Scheduler(s) advised. In this instance the home team has five (5) days in which to reach an agreement with the visiting team on a reschedule date. If in this time period a date cannot be agreed upon the matter will be referred to the Commissioner.
4. A visiting team canceling a game, after the allotted time as indicated above, or not showing up for a game will be assessed a $250.00 fine. If as a result the home team does not have adequate notice to cancel ice time and referees the league will reimburse the home Association the actual cost incurred. The reimbursement will be paid from the fine levied and will cover only actual out of pocket expense incurred as a result of the cancellation or no show. I.e. if the team uses the ice to practice or for an exhibition game the league will not cover the cost.
A home team canceling a game for any other reason than weather conditions or arena breakdowns, without sufficient notice as outlined above, will be assessed a $250.00 fine. If the visiting team incurred any travel cost as a result the League will reimburse the team for the actual cost incurred up to the maximum of the fine levied. The Commissioner will be the sole arbitrator for what is actual and reasonable
6. Reschedule Forms will be available from your Association.
Players conduct By-Law 96-04 (revised Aug./01)
1. Shall ensure that they comply with the "FAIR PLAY standards.
2. Shall ensure that they maintain a positive respect for the referees, time-keepers, other players, coaching staff and executive members.
3. Shall maintain a positive attitude and code of ethics while in the arena, dressing rooms, and any other property pertaining to minor hockey programs.
4. Shall not, wilfully cause damage to any property pertaining to minor hockey programs.
5. Shall show respect for all fans who come to the arena to watch them play.
6. Failure to comply to the conditions stated above could result in the suspension or dismissal from the NDHL.
Suspensions By-Law 96-05 (revised Aug./01)
1. The NOHA office shall send one copy of the suspension notice to the Nipissing District Hockey League scheduler(Rep) and another to the Association that the team whose player has the suspension.
2. The league scheduler(s) shall forward, by fax, the notices to the applicable Association for the Nipissing District Hockey League. The Scheduler shall provide a Summary of Suspensions at the monthly meeting.
3. The Nipissing District Hockey League Associations shall maintain a record of all suspensions to compare with the summary provided at the monthly meeting.
4. The Nipissing District Hockey League will review the summary of suspensions to determine if there is a need for a Disciplinary Board Hearing.
5. Suspensions that are handed out by the Nipissing District Hockey League must/will be served during the team's next sanctioned game . If the team's next sanctioned games is an exhibition or tournament game, then it is the responsibility of the team to submit to the home Association and Scheduler a copy of all game sheet(s) within 24 hours of the next scheduled game in order to prove the suspended player has served the suspension Failure to abide will result in the player serving the suspension during the NDHL schedule.
Penalty Fees By-Law 97-02 (Revised Aug./04)
1. Each Association shall provide to the Nipissing District Hockey League a deposit of $500.00 at the start of the season. This deposit shall be retained to cover penalties imposed to member associations by the NDHL. The balance of the deposit will be returned at the year end. Additional deposit money will be requested should an Association use up the initial ($500.00) before the season is completed.
2. Any association (team) can be assessed a penallty for not following the NDHL Constitution and By-Laws. These infractions will result in a $250 fine as determined by the NDHL Executive. All parties at fault will be dealt with for each violation.
3. Associations (team) will be fined $20.00 for each game sheet not returned to the league within seven (7) days of the game played. The NDHL Executive will assess fines on a monthly basis.
Game Sheets and Standings BY-Law 97-01 (revised July 03)
Game Sheets
House League: Game results and/or suspensions can be faxed, e-mailed, or phoned in. All game sheets must be submitted to the scheduler no later than 7 days after the game is played. The second copy of the game sheets must be mailed and must be in an envelope marked NDHL Scheduler.
“Rep” League: Game results and /or suspensions can be faxed, e-mailed, or phoned in. All game sheets must be submitted to the scheduler no later than 7 days after the game is played. The second copy of the game sheet could be mailed and must be in an envelope marked West Ferris Scheduler. If it is more convenient these sheets may be dropped off at either West Ferris or Pete Palangio Arenas.
2. The reason they are required that quickly is so that any Suspension Notices may be issued to the team involved prior to the next League game.
3. Failure to comply, with the above time limit, will result in a fine of $20.00 per game sheet.
Standings
1. League standings will appear in the North Bay Nugget and the NDHL web site weekly. In order to meet these postings weekly the standings must be submitted, to the Liaison Officer no later than Noon Wednesday of each week. The Scheduler(s) must have the game results no later than Noon Tuesday. This allows time to input the standings for each league, print the standings and then retype the standings in the format and type dictated by the Nugget and to up date the NDHL web page. 2. Original game sheets are the property of the NOHA and should be returned to the NOHA office by the referees or someone delegated to do so.
BY-Law Changes By-Law 96-06
1 Any proposed changes to the By-Laws shall be forwarded through the Association representative to the NDHL secretary. The secretary shall record the proposed change and add the item to the next agenda, and copy the proposal for each member at the next meeting.
2 Changes to the By-Laws require a majority of the Associations registered with the NDHL present.
Team Registration By-Law 02-01 (Revised Aug/04)
1. Each Association shall provide the Nipissing District Hockey League with a $100.00 deposit per team they wish to register for the season.
2. Team(s) registration deadline for the season shall be at the first September meeting. Registration deadline of Midget and Pre-Novice team(s) shall be at the October regular meeting.
3. 50% of each team deposit will be utilized to pay for the scheduling fee and the balance of the deposit will be used to cover the league's expenses.
4. Any Association that requires any team specific changes to their registration will forfeit their team deposit and a new non-refundable deposit of $200.00 per new team(s) will be required for the proposed changes.
